About PEC

The Puntland Electoral Commission (PEC), established in 2012, is the authoritative body responsible for managing and overseeing electoral processes within the Puntland State of Somalia. Since its inception, PEC has played a pivotal role in guiding Puntland’s transition from a parliament-based voting system to multi-party elections, thereby strengthening democratic governance in the region.

At its core, PEC’s mandate is to ensure the conduct of free, fair, and transparent elections across all levels of government. This includes facilitating voter registration, registering political associations and parties, overseeing constitutional referendums, and ensuring that the electoral process is inclusive and representative of the diverse population of Puntland.

Achievements

In October 2021, PEC successfully conducted “one person, one vote” elections in three districts—Eyl, Ufeyn, and Qardho—marking the first such elections in Puntland in over half a century. 

This milestone was a significant step toward democratization and set a precedent for future elections across Somalia.

Building on this success, in May 2023, PEC conducted local elections across 30 districts, further demonstrating its commitment to expanding democratic participation and governance.

On July 23rd, 2024, PEC conducted historic local council elections, marking another significant milestone after 54 years. The elections witnessed the active participation of voters across the 3 districts of Garowe, Dangorayo and Godonjiran.
